T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.
Resident engineers (RE) will report to assigned project managers and provide oversight, monitoring, reporting and control of subcontractors or self-perform personnel working at Federal Aviation Administration (FAA) sites. The resident engineer assists in the application of principles, methods, and techniques of construction technology. The resident engineer will review project specifications and drawings and will confer with project managers and appropriate FAA personnel concerning assistance required for plan preparation, acceptance testing, and evaluation of field conditions, design changes, and reports.
The individual conducts material testing and analysis using tools and equipment and applying knowledge and experience necessary to prepare reports detailing work conducted and the results.
The individual will as part of their duties:
Perform site surveys and inspections as frequently as necessary to ensure the required work is accomplished satisfactorily in conformance with the contract requirements.
Plan, coordinate, and conduct site surveys specific to tower and platform system inspections and sustainment activities.
Perform constructability reviews of plans and specifications and be able to interpret and build in accordance with those drawings, specifications, and other contract documents. The individual must be able to effectively communicate the contract requirements to subcontractors and other related personnel.
Perform small, simple, self-perform construction projects that can include civil, mechanical, electrical, plumbing, and associated activities.
Effectively communicate with the various construction subcontractors assigned to the projects.
Participate in Contractor Acceptance Inspections (CAI) as required.
Maintain a daily construction diary of the status of assigned tasks.
Submit daily and weekly progress reports and participate in weekly construction meetings and other meetings as required.
Communicates daily with the assigned project manager.
Reads and thoroughly understand and implement the Resident Engineer Manual, as well as, the Program Policies and Procedures.
Perform inspections of construction for conformance to Contract Documents. Inspections may include concrete, masonry, reinforcing steel for concrete, shotcrete, structural steel welding, fireproofing, and may also include testing of soils, aggregate, concrete, asphaltic concrete and grading.
Reviews the schedule
Identify potential construction problems and suggests resolution.
Maintains a daily photographic record of construction progress using a digital camera, attaches them to the daily and weekly reports and upload the photographs to the designated project internet site.
Prepares project specific reports using Microsoft Office suite projects. Proficient in the use of personal computers, Microsoft Word, Excel, Sharepoint, and other technical software programs.
15+ years of relevant experience in the construction industry as a superintendent, foreman, project engineer, or project manager, including projects located on airports and FAA locations. Of that experience, 3 years working in and around critical facilities (FAA facilities, data centers, airports, communications sites and the like) is desired. A familiarity with heavy equipment is desirable.
Ability to perform a variety of engineering duties applying basic engineering techniques and analysis within one discipline and to diversify into multiple disciplines.
Sufficient computer skills to effectively use MS Project, MS Word, MS Excel, Windows, and MS Outlook. Some familiarity with AutoCAD and MicroStation is desirable.
The individual must be able to work independently without supervision, demonstrating individual initiative, adaptability to new and unexpected situations, and make effective decisions in a timely manner.
Must have excellent written and verbal communications skills.
Must have experience with following guidelines, design standards, codes, regulations, and government directives.
Must have routine experience working with engineers, stakeholders, fabricators, utility companies, and related subcontractors. The individual must be able to express technical information and requirements in a clear, concise manner to non-technical individuals.
Must be able to meet customer security requirements. A background check by federal authorities will be performed.
Must be able to lift 40-pounds.
Pre-employment drug testing is required.
100% travel throughout the United States is a requirement.
