Ready to tackle new design and construction challenges? Are you great with people and have a track record for managing office processes for major construction projects? Put your engineering expertise to work on complex, Rail/Transit Facilities projects.Parsons is seeking an Office Engineer to support the Washington Metropolitan Area Transit Authority (WMATA) scope associated with the Purple Line.

The Purple Line is Maryland Transit Administration (MTA)’s proposed 16‐mile light rail line extending from Bethesda in Montgomery County to New Carrollton in Prince George's County.It will provide a direct connection to WMATA Red, Green and Orange Lines at Bethesda, Silver Spring, College Park, and New Carrollton stations. It will also link to MARC, AMTRAK, and local bus services.

The Purple Line interfaces with the WMATA system are the Bethesda Metro Station South Entrance Shaft/Platform/Mezzanine, Spring Street Crossing, Silver Spring Flyover at Colesville Road, Silver Spring Transit Center Station, Takoma Langley Crossroads Transit Center, College Park Metro Station, Paint Branch Crossing, and New Carrollton Metro Station.

The Concessionaire, Purple Line Transit Partners/Constructors, will be responsible for the financing, development, design, construction, equipping, supply of light rail vehicles for, and operations and maintenance of the Purple Line Project for the MTA. WMATA supports and facilitate this work at the interface points via the terms specified in the Project Construction Agreement (PCA) executed between WMATA and MTA.


This is office engineering work involving responsibility for the administrative and technical support activities in one of the WMATAs high profile projects supervising large and complex design and construction activities. Performs varied administrative office functions, maintain contract records, plans and specifications, and related engineering and administrative records and supervises office staff. Works under direction of Project Manager or Construction Engineer who reviews work on the basis of daily informal contacts, reports and conferences.

Our Office Engineers perform the following functions:

  • Maintains full familiarity with plans, specifications, construction schedules and contractor’s plans on assigned contracts, Project Management Plan, and current safety regulations relative to assigned tasks in order to be knowledgeable of the contractor’s obligations and Authority Representative’s responsibilities with respect thereto. Disseminates and supervises subordinates in disseminating such information to office and filed staff as required to keep all pertinent Authority personnel accurately informed of relevant matters

  • Establishes and maintains job record files for assigned projects per established procedures

  • Reviews contractor’s progress schedule as applicable and maintains current, marked-up copies of such schedule. Coordinates schedule and progress reviews with Scheduling Engineers, contractor’s representatives, Authority Representative, and others as required. Prepares and distributes schedule and progress reports based upon projected and actual completion dates for assigned contracts.

  • Assists construction inspectors and contractor’s representatives in interpretation or clarification of contract drawings and specifications relative to assigned contracts.

  • Assist the Project Manager or the Construction Engineer or designee in reviewing contractor’s claims determining merit of claims, and negotiating cost and/or adjustments based upon such claims. Prepares change orders and contract modifications. Assists Estimating Engineers in preparing cost and/or time estimates for pending change orders and contract modifications.

  • Reviews contractor’s submittal of shop and working drawings and material samples and distribute as required. Returns submittal to the contractor with appropriate comments and approval status. Disseminates information pertaining to submittal to the field staff, as required.


  • Bachelor’s Degree in Engineering, Construction Management, Business Administration, or a related field. Minimum of 5 years of experience in construction or project management and experience performing similar functions as listed above.

  • Must have extensive knowledge of project control, construction, or transportation-related project administration. Civil/Construction office engineering experience is required.

  • Valid Driver’s license required.

  • Excellent written and oral communications skills.Must be a self-starter and able to work productively and efficiently within a large team environment.

  • Will have to take and pass WMATA Roadway Worker Protection Training (RWP).

  • Capable of adapting to demanding project conditions

  • Ability to adapt to new situations and to react objectively and expeditiously to critical and emergency construction, operation, or engineering problems
