Contracts Manager – Road Highway - Irvine, California
The Contracts Manager will perform contract management duties for public sector infrastructure programs for our civil structures group for road highway projects in oversight of an owner’s contract with design-builders, contractors, consultants, suppliers and vendors, applying effective management and compliance practices to the contract requirements. Provides for the mitigation and settlement of changes and claims through the appropriate use of project correspondence, documentation practices, change management and dispute resolution processes and the effective collaboration with program staff and owner contracting officials and legal counsel.
This position generally reports to the Program/Project Manager in the performance of contract management duties for an owner’s program. The reporting relationships and responsibilities may vary depending on the scope, type and value of the program management services provided. He/she must be fully knowledgeable of all legal, business, financial, and long-term implication of prime contract negotiation and maintenance. Travel to the client's offices or to the project site may be required, either before the contract receives final approval or during the life of the contract.
Performs reviews of project contract documents and establishes program guidelines, processes and procedures by which contract management and compliance practices will be administered by the program team over the owner contracted parties. Serves as the point of contact for the contracts team and coordinates the interface between the contracts management function and other technical, management and control functions of the program team on contractual issues.
Leads the early establishment of program communications and controls that document program activities and correspondence providing risk mitigation and support to the owner in defense of changes and claims.
Maintains a thorough understanding of contract formation practices, and has working knowledge of contract terms and conditions for design and construction and design-bid-build contracts (including indemnification, insurance, damages and default language) to ensure compliance with contract obligations. Collaborates with integrated program team, including owner and internal legal and procurement counsel to resolve contract issues.
Selects personnel, makes staffing assignments, supervises work produced to ensure consistent high-quality performance. Provides training and development for personnel assigned.
Keeps subordinates up to date relative to the availability of resource materials dealing with current contract administration and negotiation issues.
Performs other responsibilities associated with this position as may be appropriate.
A 4-year degree in Business Administration, Finance or JD in Law, or related field and a minimum of 12 years of contract management experience on infrastructure programs or projects. Law degree is a plus.
Some experience with road and highway projects is highly desirable.
Requires a working knowledge of industry business practices in contract management and administration, including contract formation, claims mitigation, and dispute resolution. Incumbent must also possess strong written and oral communication skills, excellent interpersonal skills, and a working knowledge of PC software packages typically associated with contract administration.
