Parsons is seeking a Project Controls Manager to support a multibillion dollar international airport development program for Mexico City. This highly complex project includes a state-of-the-art passenger terminal complex, all airside and landside facilities, and off-airport development that will be necessary to support airport operations including: runways and taxiways system, air traffic control tower, aircraft rescue and fire fighting facilities, access roadways, multimodal transportation center, parking facilities, automated people mover, cargo development, aircraft maintenance, fuel farm, catering and other support facilities. The project is planned for phased development with an expedited initial phase handling approximately 36 million annual passengers and ultimate airport capacity of over 100 million annual passengers and over 1 million tons of cargo.
In this role, you will develop, manage, and/or execute all phases ofthe planning/scheduling effort for this critical aviation program.We expect you toProvide guidance, direction, and specialized assistance for the resolution of difficult and complex project control problems and will over seeprincipalsub-program schedulers who are responsible for performing planning and scheduling activities, conducting analysis, reporting project progress evaluation, and schedule assurance directly related to the construction and commissioning of the Terminal Complex for NAICM.
Provides guidance, direction, and specialized assistance to project for the resolution of difficult and complex project control problems. Interfaces with clients, attends regular meetings, and provides statistical reports.
Manages a team of Project Control Engineers/Specialists who are qualified to analyze, evaluate, and forecast project costs, as well as performance against an established schedule with critical milestones. Assesses the impact(s) of design/construction changes and schedule slippages. Oversees the development and maintenance of an established system to show the hierarchy of plans and schedules; keeps project and company management fully informed.
Coordinates staffing requirements, assigns and supervises project work activities, and trains personnel. Completes performance reviews and provides personnel development for the assigned employees.
Recommends and oversees the customization of project control systems to meet specific project requirements.
Creates statistical reports for management on a recurring or one-of-a-kind basis.
Participates in business development efforts by gathering and presenting a variety of background data. May be required to make informal or formal presentations.
Bachelor’s Degree and/or advanced Degree in Engineering or related discipline and 12+years experience working within large organizations in a similar Program Controls roles managing project controls schedulers/planners.
Must have mega-project, EPC scheduling experience
Aviation program scheduling/planning experience required.
Knowledge of estimating, cost control change management, document controls platforms, and other controls functions.
Must be able to lead smaller teams of 3-5 planning/scheduling professionals.
Must be a “hands on motivated self-starter” that can lead / manage autonomously with only conceptual input and/or periodic direction from the Head of Project Controls, develop detailed department mission objectives / plans and deliver within prescribed timelines.
Must possess strong attention to detail and accuracy, analytical skills, as well as excellent oral and written communication skills including presentation of data in highly professional formats (including tables, charts, graphics, colors / fonts etc.) to Program Management and the Client.
