We are looking for an experienced Engineer/PM to fill the role of Road and Highway Practice Lead for our New England region. In this role, you will function as a seller/doer on transportation projects. You will also assist business development by identifying new opportunities for roadway projects, and liaise with clients and teaming partners to pursue the opportunities. On awarded projects, the practice leads are responsible for managing all technical and management activities necessary for successful execution of work. There will be some travel involved, when supporting other Parsons offices.
•Develop and grow the road and highway team in New England. Ensure that the team structure is efficiently planned and adequately and competently staffed. Coordinate training and growth opportunities for the team.
•Market and secure new work with client.
•Act as the Company representative with the client and selected subcontractors during the program execution. Negotiate changes to the scope of work with the client and key subcontractors.
•Oversee establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
•Establish the program requirements for all areas of the project, and monitor the draft and final deliverables for adherence to these criteria. Ensure that the project meets or exceeds goals established in these plans.
•Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensure that the project meets or exceeds goals established in these plans.
•Work with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advise the client and company management of any such changes.
•Promote technical and commercial excellence on the project through application of Quality Assurance processes.

15+ years of project/program experience on major road and highway projects
Broad general civil engineering background in road/highway projects, as well as previous supervisory or PM experience is required.
Must have the ability and willingness to interface with clients, participate in BD functions and enjoy being hands on technically in the project.
Proven leadership and team building skills along with a professional demeanor
Knowledge of New England clients and strong professional network in the area is required, to help grow our business. Strong background with MassDOT is required.
Knowledgeable in project management software
Bachelors degree in engineering from an accredited institution
P.E. license is required
Must be willing to travel to project sites
