T4 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons in August 2012. Parsons is the prime contractor. This $1.3 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.


Serves on a casual basis as an Engineering Technician V supporting the T4 Program throughout the Eastern Service Area, based out of T4 New England Region Burlington, MA. Moderate Overtime and 100% Travel will be required.

The ideal candidate will have 20+ years of professional experience or a combination of experience and related training and perform the following duties:


Performs non-routine and complex assignments involving responsibility for planning and conducting a complete project of relatively limited scope or a portion of a larger and more diverse project. Selects and adapts plans, techniques, designs, or layouts. Contacts personnel in related activities to resolve problems and coordinate the work; reviews, analyzes, and integrates the technical work of others. Supervisor or professional engineer outlines objectives, requirements, and design approaches; completed work is reviewed for technical adequacy and satisfaction of requirements. May train and be assisted by lower level technicians. Performs such duties as:

Responsible for review and accuracy of all installation and certification of Power Systems Support Facilities, NAVAIDS work within the Eastern Service Area, or assigned project assignment.

Establishing milestones and monitors adherence to master plans and schedules.

Identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.

Ability to lead and direct the work of the team assigned to the project from technical, engineering, construction and administrative areas.

Serve as primary customer contact for program activities, leading program review sessions with the customer to discuss cost, schedule, and technical performance.


10+ years of Power Systems installation and commissioning, NAVAIDS experience as project lead/or manager, as well as 15+ years of related construction experience.

Familiar with Civil and Electrical Engineering Drawings in support of the construction, installation and commissioning of NAVAIDS projects.

Moderate overtime may be required.

Must be able to lift 50lbs

Must have experience in installation and commissioning of NAVAIDS installations.

Must have experience in commissioning NAVAID facilities including but not limited to; rack installation, conduit and power relocations, grounding up grades, and other ancillary related components within the facility and related tower components.

Should have experience with Microsoft Office programs such as Word, Excel Project. Experience in email and internet usage and the ability to quickly learn new computer programs.

Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.
