Are you an experienced segment manager or discipline lead who’s delivered large infrastructure projects in a design-build or P3 setting?If you have you successfully delivered P3 and/or design-build projects related to transit and/or railroad and are experienced in the pre-bid engineering process – this is the opportunity for you! We have opportunities for Segment Managers/Leaders to support projects in the following areas: Rail/Transit Infrastructure (extensions or new additions), Rail/Transit Facilities, and Rail/Track Design. The candidate can be located in either our Washington DC, Dallas, TX, Denver, CO, or Chicago Illinois offices and must be willing to travel to other locations as needed to support Rail/Transit projects.

The successful candidate will be responsible for all technical aspects of the projects, and upon award, takes an active role in project delivery to ensure the program has a successful start-up, then supports the design process as a dedicated participant in the design management team through final execution. Experience running these programs should include: Rail/Transit Infrastructure, facilities/stations, track design, pricing, schedule, contracts, procurement, safety and quality.

The Segment Manager will report to Design-Build design manager. Relocation Assistance may be provided or candidate may work out of a local home office, but travel extensively as needed to project locations.

Additional responsibilities include:

Develops the scope of engineering work, schedules, and budgets for the assigned project elements, and monitors progress to meet schedule and budget requirements. Identifies and documents changes in scope.

Determines the scope of procurement work, schedules, and budgets for technical aspects of the contract and monitors progress. Interfaces with Procurement and Subcontracts to facilitate procurement coordination with vendors/subcontractors. Participates in bid analysis to help determine supplier availability and capability.

Reviews work produced to ensure that applicable codes, standards, and procedures are followed and that quality is acceptable. Monitors productivity and technical proficiency of assigned technical personnel, and makes reassignments as project needs arise.

Coordinates the utilization of interdisciplinary technical personnel on the project, as well as the assignment of personnel from other technical support groups within the company.

Provides direction and management for medium to large-sized projects or segments of larger projects to ensure on-schedule completion within or below budget in accordance with contractual obligations.

Oversees scope development, scope management and commercial performance of the project to meet project goals and objectives. Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. Must be familiar with the integration of engineering/technical aspects, as well as procurement and construction activities.

To effectively drive both capture and delivery in this market the Design Build Segment Manager should have good rapport and strong contacts with various teaming partners including contractors and various transit clients.


Bachelor’s Degree in Engineering with Professional Engineering License. Disciplines other than Civil will be considered.

P.E.License is preferred

12+ years of project management delivery experience on heavy transportation infrastructure projects which may include Track Design, Rail/Transit Facilities/Stations Design, or Rail/Transit Infrastructure design

A proven track record of successful delivery in design/build project executions.

Experience meeting operational business goals and strategizing on market development.

Considerable experience in client management, win strategies and bid preparation.

Incumbent should have a broad general technical and business background, as well as previous project management experience on similar or related projects.
