This role supports on-site activities for the Technical Support Services Contract 4 (T4), awarded by the Federal Aviation Authority, which includes site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical and consulting services as required.

In this role you will: collaborate with Parsons manager and federal client(s) to establish project scope, schedule, and cost. This includes regularly communicating with wide range of project participants – federal clients, onsite personnel, procurement, vendors, suppliers, laborers, etc. Project Managers at this level consistently monitor progress in meeting requirements and provides status reports, including potential project risks to client.

We need our Field Project Managers to be versatile, enthusiastic to work in highly flexible, team-oriented environments and manage all aspects of the project, including the budget, schedule, operational needs, procedures, client standards, QA/QC program requirements, as well as individual roles and responsibilities

Primary Responsibilities:

  • Reviews project proposal or plan to determine and establish schedule, project work plan, funding, procedures for accomplishing project, staffing requirements and allotment of available resources to various phases of the project.

  • Develops the pricing and negotiating of changes to the scope of work with the client and subcontractors.

  • Coordinates the review of bid documents and assists with bidder solicitation activities.

  • Documents and executes changes in scope of project.

  • Anticipates problems and works with client(s), engineers, subcontractors, and/or field personnel to identify and implement corrective actions.

  • Maintains accurate documentation of job progress, funding status, and other reports.

  • Keeps client and Parsons management informed of the day-to-day activities of the project.

  • Performs other responsibilities associated with this position as may be appropriate.

MINIMUM REQUIREMENTS:

  • 4 + years of experience in a project management role

  • BA or BS Degree Required

  • Experience in planning, directing, and managing resources across multiple project phases

  • Ability to demonstrate a successful track record for delivering multiple large and complex projects on time and within budget

  • Knowledgeable on subcontract management, including project controls, configuration management risk management, schedule and cost control

  • Proven ability to perform in a lead capacity, excellent written and oral communications skills, and a familiarity of industry practices and regulations are required

  • Working knowledge of MS Excel, Word, PowerPoint, and Project

  • Must be able to meet customer security requirements. A background check by Federal Authorities will be performed

PREFERRED QUALIFICATIONS:

  • Project Management Professional (PMP) Certification

  • Technical Certifications associated with the construction industry (i.e. CCM, PE)

  • Knowledge of the construction process in accordance with federal acquisitions regulationsExperience in commercial or government facilities-related construction projects/contracts

  • Experience with cost estimating, construction schedules, and change order management

The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 4 (T4) to Parsons as the prime contractor in August 2012. The T4 statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical and consulting services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. Parsons has a current need for a Project Manager to operate out of the El Segundo, CA office under the T4 contract supporting the FAA Western Specific Region.
