Senior Military Analysts provide multi-faceted program analysis (quantitative qualitative) or managerial oversight affecting the development of policies or responsibilities to execute or carry out, programs /projects and perform a wide variety of high-level and complex organizational, technical, and analytical capabilities related to military departments, institutions or commands they support with minimal supervisory guidance or direction.

Duties Responsibilities

Senior Military Analysts may also conduct budget planning and management of resourcing strategies through formulation, justification, presentation, and review of assigned resources against validated requirements for military departments, institutions or commands to ensure sustainability for program implementation and operations. They provide Subject Matter Expert (SME) advice in developing strategies, conducting technical research and ensuring managerial proficiency in support of military requirements such as military training support; e.g., ranges, facilities, land assets; simulators and devices; and assistance in validating emerging Live, Virtual, Constructive and Gaming (LVCG) domain technologies and systems which enable an operationally relevant training environment for Army soldiers and leaders. Maintains currency on all applicable Army regulatory policies and procedures and plays a deliberate role interpreting such. Provides Subject Matter Expertise in supported military departments, institutions, commands and program(s). Analyzes, synthesizes and prepares “White Papers”, decision papers, briefing and other correspondence providing information and guidance in support of the client. Prepares special studies concerning impacts of limited military resource to provide guidance and support to principal military stakeholders and assists the decision making process for technical changes to specific system or product supported. Develops, maintains, prioritizes and briefs senior military/civilian leadership with recommendations based on extensive experience. Uses extensive knowledge of military departments, institutions, commands and/or programs to ensure synergies through the incorporation and integration of requirements/actions in a standardized manner across the products and projects supported. Demonstrates thorough understanding of military budgetary regulations, and policies, uses discretionary judgment in the decision making process when recommending program actions for implementation. Participates and provides high level qualitative or quantitative analysis for executive level program management, status updates, program modification financial reviews, conference calls, or travels as required to provide enterprise analysis across the program workshops, working groups, councils of colonels (CoC's) and general officer steering committee's (GOSC) to maintain continuity of information exchange and prepare follow-on actions in various Programs of Record (PORs). Initiates executive summaries, analytical charts and spreadsheets, trip reports, and memorandums as appropriate for various functions. Gathers, organizes, analyzes and synthesizes materials; produces and distributes data in graphic, spreadsheet, or narrative format. Investigates, resolves, and reports to the client manager on a variety of variances and develops resolutions for difficult management concerns of critical far reaching matters.

Ensures clear communication regarding specific organizational issues.

May serve as a senior subject matter or technical/scientific resource. Participates in the development of project management models for forecasting resource requirements, and the resolution of contractual issues.

Hosts user working groups to determine needs of the field/use and presents briefings and recommendations during program mgt reviews, configuration control boards, etc.

Facilitates the development of implementation strategies across stakeholders (military departments, institutions, commands, directorates, or program(s).

Revises, guides, evaluates the work of Military Analysts and recommend improvements on implementation of methods and procedures for formulation and direction of Programs of Record (POR), Systems, Components, Training and Education requirements generation.

May manage Requirements Document (platforms, weapons systems, concepts) review and analysis for assigned programs of responsibility using the Joint Capabilities Integration and Development (JCIDS) process to insure all functional capability areas are focused on how military activities can be further enabled

Attends, supports and provides analysis and preparation of materials for scheduled enterprise-level forums such as Program Management Reviews (PMRs); Program Objective Management (POM) updates, work groups, workshops and systems reviews along with other interim and preparatory conferences and meetings.

Performs other responsibilities associated with this position as may be appropriate.


Bachelor’s degree from accredited college and 5-10 years of professional experience in a field which provides the proposed incumbent with the overall knowledge to perform the tasks identified in the Government's Task Order; shall have demonstrated experience in a program office/similar organization (dedicated matrix support to a Program Manager (PM), PEO, Defense Contracting Management Agency (DCMA) program integrator) and demonstrated experience in a program management position with cost, schedule, and performance responsibilities. Contractor must also have a demonstrated understanding of DOTLMPF-P impact on Army programs, familiarity with Net Ready - Key Performance Parameters (NR-KPP) and JCIDS processes including requirements validation, familiarity with conducting AoA and C-BA to support requirements development, and familiarity with conforming to Department of Defense Architectural Framework (DoDAF). Contractor must have Defense Acquisition University (DAU) Program Management Level III certification. In addition, demonstrated understanding of requirements analysis, development and management processes, as well as technical writing experience, is necessary. Military combat arms experience is preferred, to ensure an understanding of Army Live Fire Training Strategy, and the impact of Future Army System of Integrated Targets (FASIT) and Instrumented Range (IR) on that strategy.

Must remain in good standing with installation commander who has the authority to control or deny entry to any or part of the installation and their authority is absolute. Employee will have no right of appeal.
