Opportunity:

Parsons is now hiring for an experienced Resident Construction Engineer to support expansion and addition of various municipal wastewater infrastructure in Orange County, California .

This role will be located, on a full-time basis at a large wastewater treatment plant in Orange County, CA. Under general direction, performs a variety of duties supporting the design and construction of wastewater treatment and collection systems.

REPRESENTATIVE DUTIES:

  • Review construction documents including plans and specifications; interpret moderately

complex and complex plant and collection facilities construction work performed by contractors; ensure contractual compliance with plans, specifications, codes and safety requirements; verify that materials being incorporated into project are per specification and with approved construction practices; coordinate equipment isolations, equipment and process tie-ins.

  • Prepare progress payments to the contractor; review submittals for material and equipment conformance to design specifications and plans.

  • Perform analysis of change orders; negotiate fair and reasonable costs for change orders;

  • Prepare change order reports and documents for consideration by the Board of Directors.

  • Oversee the start-up of facilities; participate in staff training.

  • Provide technical assistance and support to engineers and project managers; provide technical training as appropriate.

  • Prepare a variety of administrative, technical, and budget reports, memos, letters, and

correspondence.

  • Perform constructability reviews.

  • Maintain comprehensive contractual records and periodically monitor progress of all goods and service agreements, from inception through completion, to enforce milestones, deliverables and post-contract warranties.

EXPERIENCE:

  • A 4 year degree in engineering or construction-related field, or equivalent construction-related work experience, as well as 5 to 8 years of experience in field construction is required

  • Prefer 8 years or more experience with construction engineering, with a significant level of experience with municipal wastewater plants construction.

  • Experience with Change orders negotiation and progress payments processing for contractors is absolutely essential for this role.

  • Progressive work experience reviewing preliminary plans, designs, specifications, and estimates for wastewater treatment facilities , applying the knowledge of drafting methods, and Construction Management of wastewater plant or collections projects. Possession of, or ability to obtain, an appropriate, valid driver’s license.

  • Possession of (PE) Professional Engineering Registration in the State of California and/or CCM is highly desirable.

  • Knowledge of: Primavera Contract Manager , modern and complex principles and practices of civil, electrical, mechanical, environmental, structural, or control systems engineering; principles and practices of project management and administration; methods, materials, and techniques used in the design and construction of wastewater projects; methods and techniques of engineering plan review and analysis; methods and techniques of contract negotiations and administration; principles of business letter writing and basic report preparation; principles and practices of field surveying; principles of drafting and technical design; basic principles and practices of civil, structural, electrical, and mechanical design; principles and practices of instrumentation design; mathematical principles; methods, techniques, and equipment of drafting; pertinent federal, state, and local codes, laws, and regulations; methods and techniques of computer aided drafting and other technical and engineering-specific software and database management tools; modern office procedures, methods, and computer equipment including word processing and spreadsheet software applications; construction Management Best Practices

  • Ability To: Use drafting, design, and related drawing applications; prepare as-builts, technical charts, and loop diagrams; compile data, maintain records and files, and participate in the preparation of clear and concise reports; read and interpret maps, plans, sketches, schematics, diagrams, and blueprints; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
