Duties Responsibilities

The EXCON Plans Operations Officer will provide Joint Pacific Multinational Readiness Capability (JPMRC) Operations Group (OPSGRP) support for US Army Pacific Command (USARPAC) during the conduct of Home Station Training (HST) Brigade Combat Team (BCT) External Evaluations (EXEVALs) while using the JPMRC-Instrumentation System (JPRMC-IS) to produce instrumented After Action Reviews (AARs). Conduct the Joint Exercise Lifecycle (JELC) to include planning workshops and workgroups, deliverables, and Military Decision Making Process (MDMP). Publish the overall plan, Operational Environment (OE) and scenario for support of the exercise as part of the Exercise Control (EXCON) cell. This includes coordination with supporting units and agencies such as range control and installation command. Ensure opposing forces (OPFOR) and other scenario events are synchronized within the overall rotation/exercise scenario. Coordinate directly with the rotational training unit (RTU) commander, 196th IN BDE commander or his representative, the Division or command serving as Higher Command (HICOM) and other agencies. This includes drafting, coordinating and publishing the exercise support and tactical orders; conducting the pre-rotational briefing to all Commanders, VIP’s, and Senior JPMRC stake holders; participation in USARPAC and 196th Infantry Brigade Working Groups, Briefings, Boards, in-process reviews, milestone, and requirement reviews; preparing issue papers, white papers, decision papers and information papers.In conjunction with 196th IN BDE (acting as the JPMRC Operations Group), supervise execution of the Exercise Support Plan as part of the EXCON cell once the exercise begins. Supervise the execution of the exercises as the Chief of Operations (CHOPS) including battle rhythm to ensure that the exercise scenario, day-by-day schedule of events, rotational unit missions/training events, associated threat/OPFOR actions, and an overall rotational scenario narratives support the rotational unit commander’s training objectives. This also includes preparation and participation in the Exercise After Action Review. Manage/Supervise all required Parsons company training requirements for all JPMRC Parsons employees, including Parsons University training such as annual Health and Safety training; other assigned and required corporate and contractual training requirements.

Bachelor of Arts or Sciences degree from an accredited college or university and 10+ years of related experience. Preferably a graduate of the War College. Graduate of the U.S. Army Command and General Staff College. Three (3) years relevant training experience within the past ten (10) years at the Brigade/Battalion level or equivalent sized organization. Demonstrated experience in the use of distributive simulations in support of Army and Joint Live, Virtual and Constructive (LVC) instrumented training events, mission rehearsals and experiments. Demonstrated capability of supporting LVC requirements determination. Demonstrated familiarity with Army and Joint operations. Demonstrated strong oral and written communication skills. Demonstrated ability to use a computer and working knowledge of various software programs associated with MS Office. Demonstrated working knowledge of military training environments, technologies, concepts and associated policies. Demonstrated operator-level experience in Army Mission Command Networks and Systems. Capability to produce doctrinally correct Operational Orders and Fragmentary Orders in accordance with guidance from senior military leaders. At least three (3) years relevant experience within the past ten (10) years at a Combat Training Center. Must have and maintain secret eligibility. Travel required.
