Are you someone that enjoys subcontracting on large complex projects? A self-starter? Someone that has international experience? Parsons is currently looking for a Principal Subcontracts Administrator in Houston, Texas.
POSITION OVERVIEW :
Administers multiple subcontracts of unlimited dollar value to ensure that subcontractors fully meet Company and project requirements. A willingness to travel to the subcontractor's facility when necessary is required.
SPECIFIC RESPONSIBILITIES :
Prepares recommended source lists of qualified subcontractors, drawing upon their past performance experience. Coordinates the list with project management and client recommendations.
Prepares Request for Proposal form and verifies accuracy and completeness of proposal packages. Interfaces with affected sections to clarify and ensure that all necessary data has been included.
Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and project requirements, and negotiates the terms and conditions. Prepares and issues contracts commensurate with delegated procurement authority.
Prepares subcontract documents and amendments, including identification and inclusion of flowdown requirements from the prime contract. Ensures that terms and conditions will be appropriate.
Prepares reports and contractual correspondence for project management and client. Establishes and maintains accurate tracking records tailored to each subcontract.
Maintains and updates subcontractors' files to include records of payment.
Performs subcontract closeout actions, completes file documentation, and forwards subcontract files to storage. Ensures retention of hard copy of reports and claims for seven years.
Provides technical guidance to lower-level Subcontract Administrators. May make assignments, review work, and offer training in subcontracting procedures. May give input toward performance evaluations and salary increase recommendations.
Serves as liaison between subcontractor and procurement personnel.
Performs other responsibilities associated with this position as may be appropriate.
4-year degree in Business Administration (or related field) and 10-12 years of related work experience involving typical procurement activities, including subcontracting.
Prefer experience working on construction projects.International contract experience is a plus
An extensive knowledge of subcontracting activities typical to the engineering and construction industry is required. In addition, excellent written and oral communications skills, a working knowledge of PC software packages typically associated with procurement, and an ability to effectively negotiate subcontracts is also required, as well as proven ability to perform in a lead capacity.
