Job Description:

This position provides program management, systems engineering, and staff action officer expertise and support to the Missile Defense Agency (MDA) Modeling and Simulation (MS) Digital Integration and Operations (DIO) system development and operations. The engineer works with DIO program management, system engineers, architects, integrators, cybersecurity specialists and software developers to ensure development and operation of the MS Web Services (MWS) system and End-to-end Digital Integrated System Simulation (EDISS) stay on schedule, within budget, and meet all technical requirements.

Specific Responsibilities:

  • MWS Systems Engineering Support

  • Assist the MWS PM with management/coordination of engineers, system administrators, and analysts working on MWS

  • Coordinate with project managers, system users, engineers, installers, and others on system design, upgrade, and installations, such as MWS Extension Sites and cloud services connectivity/prototyping

  • Develop and maintain Integrated Master Schedules (IMS) of MWS related projects/activities

  • Validate and approve MWS user account requests

  • Monitor and coordinate with configuration management staff

  • Support development, review and editing of system requirements documents

  • Develop technical risk assessments and courses of action

  • Integration, Test and Verification Support

  • Support development, review, and reporting of Integration and Test Plans, Verification Analysis and MS Tool Development

  • Support development, collection, and reporting of System Level Metrics

  • Conduct technical reviews of documents, plans, procedures, and reports

  • Develop and conduct technical briefings to government customers and stakeholders

  • MS Event and Schedule Support

  • Gather, organize and integrate program and schedule data across multiple data sources

  • Manage event schedule baseline and perform analysis of actuals compared to the baseline

  • Support coordination of MS model deliveries from MDA and non-MDA elements and business partners

  • Program Management Support

  • Assist the development and review of budget estimates by working with the integration and test team, hardware and software architects, cybersecurity specialists, and tool developers and participants in the MS Community

  • Determine and report the current status of project budgets and expenditures

  • Supportdevelopment of presentations from working level to executive level with schedule, budget and technical materials

  • Develop technical project basis of estimate and justification materials in support of budget planning and reviews

  • Support project schedule coordination meetings, working groups, and workshops

  • Prepare schedule material to support data calls and MS community coordination activities

  • Correlate contract performance information for analysis and reporting

  • Support budget risk assessment and recommend mitigation tactics and strategies and alternate courses of action

Skills/ Competencies:

  • Proficient with Microsoft Office

Experience Requirements:

  • 5-10+ years of DoD organization action officer experience

  • Basic knowledge of MDA organizations, missions, and systems

  • Basic knowledge of DoD Acquisition and Systems Engineering

  • Basic knowledge of Modeling Simulation (MS)

  • Basic knowledge of MS Integration and Test

  • Basic knowledge of Data Management procedures and planning considerations

  • Basic knowledge of MS Software Development

  • Basic knowledge of Network Architecture, Administration, Operations, and Maintenance

  • Basic knowledge of DoD Cybersecurity and Risk Management Framework processes and procedures

  • Basic knowledge of high performance computing / cloud processing environments / services
