We are currently seekingHighway HelperOperations Managerto join our team in Des Moines, IA.


  • Lead and manage approximately 20 employees who are providing on-road Highway Helper services on behalf of the Iowa DOT across three or more locations (Des Moines, Council Bluffs Cedar Rapids and possibly the Quad Cities)

  • Ensure that the on-road staff have fully-equipped and operational vehicles, and that staff are well-trained and knowledgeable of Parsons Standard Operating Procedures for these services;ensure each company project facility has appropriate security, equipment and management

  • Maintain in-state client relations, and communicate relevant project information to the Parsons management team

  • Conduct technical inspections of personnel, vehicles and equipment

  • Participate in periodic Traffic Incident management (TIM) team meetings, critical incident reviews, and other TIM activities

The successful candidate will possess the following combination of education and skills:

  • Minimum high school education (college degree a plus)

  • Ability to read and speak English

  • Ability to lift, reach, stoop and carry at least 50 pounds (non-repetitive) and work with tow and vehicle equipment such as dollies, tires and floor jacks

  • Ability to sit for extended periods of time, as direct support to on-road operations may be required occasionally

  • Must be able to pass controlled-substance drug testing both at time of hire and during random inspections before, during and after scheduled shifts

  • Must be able to pass a criminal background check and driver license investigation, and hold a valid current State of Iowa driver's license

  • 10+ years of proven field operations experience in traffic incident management

  • Experience in Safety Service Patrol or emergency response

  • 20+ Years of proven personnel management experience

  • Strong communication skills using both telephone and two-way radio systems

  • Prior law enforcement or other first responder experience in Iowa

  • Training in developing and providing training to traffic incident responders

  • Good Driving Record

Preferred but not required:

  • Experience in motorist assistance or highway transportation a plus
