Technical Director -Rail
As part of the mission of Project Management Construction Management (PM/CM) for the operation of renewal of rolling stock and operating systems for the metro of Marseille (Operation NEOMMA), Parsons is looking for a Technical Director.
The Technical Director manages the engineers, experts and external stakeholders of the PM/CM team of PARSONS throughout the detailed study phases, execution, tests commissioning up to end of warranty which will lead to:
·The replacement of rolling stock;
·The deployment of a CBTC (ground and board) system that will ultimately enable new trains to be run in driverless automatic mode (GOA4), after a migration phase;
·The deployment of a new supervision and control system for train traffic and traction, to replace the current system;
·The deployment of new audio-visual means (AVM) and information of travelers on the ground and on board.
·The modification of the traction logic in order to respond to the requirements set by the new CBTC;
·The installation of the Platform Screen Doors imposed by the implementation of automatic train operation;
·The deployment of new maintenance equipment in the depot.
This operation will be carried out in several phases of migration with maintenance of the Marseille metro on both lines.
·Coordinates the entire project from a technical point of view in relation to the client (Aix Marseille Provence Metropole), the operator of the Marseille metro network (RTM), the system providers as well as the Holders of external projects interfacing with the operation.
·Ensures compliance with technical, cost and delay commitments taken by Parsons in this contract.
·Ensures the technical coherence of the delivered system, compliance with the performances, with the regulatory requirements.
·Organize the technical meetings with the client, the various AMOs, the holders of the industrial markets, the state services (STRMTG, Firefighters), the commissions, the external stakeholders (OQA, OCTA ...).
·With the support of local team members (installation mamanger, test and commissioning, HSE…), supervise the progress of the system deployment, the tests, the commissioning in compliance with migration milestones and HSE Rules.
·Manage the technical resources competences and availability on the project.
·Pilot the transverse activities such as cybersecurity, System assurance, accessibility.
·He reports to the director of the operation
In addition to this initial mission, this position has a strong potential for evolution, in order to participate to Parsons ' future transportation programs in Europe. This may involve missions of work management or assistance to project management, or projects of design/realization in the field of Metro, Regional or High-speed lines or tramways.
·Graduate from a higher education, ideally in the field technical engineering.
·Professional engineer / certified engineer;
·15+ years of experience in the field design and commissioning of automatic metro line GoA2/GoA4, preferably in a PM/CM or DB(M) project;
·A significant experience in the field of brown field metro, with migration steps would be a plus;
·Responsible, Rigor, autonomy, sense of organization and interpersonal skills;
·Professional mobility, location of the position : Marseille / France / Europe;
·Full time CDI contract.
