Parsons is working on several fronts with the NY MTA agencies to develop and test new CBTC technologies to more quickly modernize the NYCT signal system. Parsons is now hiring a Systems Engineer - Advanced Train Control and Communications Systems for our rapidly expanding transportation projects New York City.
We are looking for engineers that are versatile, enthusiastic to work in highly flexible, team-oriented environment and who have exceptional communication, analytical and leadership skills.
Key Roles and Job Description:
Transit Systems Engineering Expertise:
Provide engineering expertise to support the planning, design, procurement and implementation of complex rail transit systems. Candidate must have a working knowledge of a broad range of rail systems elements, including Train Control, Passenger Communications Systems, and Rolling Stock. Candidate should have a demonstrated ability to work well with a large, complex and diverse team to deliver complex projects. Specific technical expertise in formal System Engineering principles is a plus. Demonstrated ability with integration and implementation of complex systems is required. Candidate should have a thorough familiarity with Communications Based Train Control Systems (CBTC) from key suppliers in the market such as Siemens, Thales and Alstom. Candidate should also have some familiarity with RF Communications, conventional block signaling and Positive Train Control (PTC) technologies.
Serve as a design integrator/system integrator to effectively interface legacy system designs and new designs developed by system suppliers.
Provide expert analysis and advice in order to identify, test and integrate new technologies and design concepts with legacy infrastructure.
Derive functional/performance requirements and documentation for communications based train control systems based on client needs and requirements
Develop test plans and analyses to support the evaluation of new technologies
Produce system and subsystem requirement specifications, interface specifications and test requirement documents by analyzing, decomposing, modeling and refining requirements and typical train control domain requirements
Evaluate or prepare operational plans and reports that relate to CBTC system operational and performance requirements
Assess plans and technical documentation to support a safe, reliable, maintainable, high quality, and sustainable ATC system
Present technical designs to clients and/or engineering/management groups in clear, complete, concise and non-ambiguous terms.
Prepare specialized CBTC analysis based on engineering skills and detailed knowledge and experience covering one or more of the following:
Safety distance calculations
Radio/network knowledge including RF
Logic and continuous controls design
Ethernet LAN communications
Lead/chair client discussions by professionally and accurately communicating the system design information
Perform system design tradeoff analysis and provide technical direction
Review and comment on top level technical designs and documentation to ensure compliance with specifications and standards
Identify technical risks and mitigations
Analyze and evaluate ATC system performance and produce the corresponding technical paper
Maintain high personal productivity while working interactively with other team members and client groups.
Candidate must have the ability to analyze new technologies new system architectures against established performance criteria for functionality, reliability and safety. Candidate must have excellent teamwork skills to work well with a wide variety of stakeholders, including system operators, maintainers and system designers. Candidate must also demonstrate expert practitioner abilities to lead and conduct detailed reviews of complex analyses and processes. Candidate should be able to move between high level overview / objectives of tasks and details of functional areas.
Candidate should be capable of interacting on a daily basis with multiple levels of clients and suppliers from senior management to direct labor as well as addressing the interface with contractors and consultants. Candidate should have clear understanding / or capability of appreciating User requirement context for public transit projects – including Operations, Maintenance, Training, Testing and Commissioning.
Preferred Education Experience:
Bachelors in Engineering
8+ Years of Experience with engineering projects
Professional Engineering License in NY and NJ is preferred
10-15years of related work experience, with at least 5 years of experience as a system engineer.
Requires system engineering knowledge to effectively resolve highly complex and difficult hardware, software, and/or integration problems for devising unique system solutions to meet client requirements.
Requires excellent interpersonal team skills to function in integrated project teams and respond to customer/stakeholder demands.
Candidates must have demonstrated ability to effectively communicate (both verbally and in writing) with team members, managers, and clients on highly complex and difficult engineering/software issues pertaining to assigned tasks.
Candidates must have demonstrated ability to produce system engineering products/documents that are clear, concise, grammatically correct, and technically accurate.
The SE should have experience developing system architectures and system engineering artifacts for complex surveillance, C2, and communications projects, preferably for Border Security system implementations.
Communications backhaul network design and modeling over wireless (links and view-sheds) and cable mediums in the presence of challenging terrain, including line-of-sight fade margin analyses.
RF Spectrum survey and analysis experience including electro-magnetic interference (EMI) and electro-magnetic compatibility (EMC).
Customer Mission Analysis with development and implementation of solutions incorporating the following:
Requirements analysis for development of material and non-material solutions
Wireless broadband access and backhaul systems/networks
Land mobile radio systems with engineering for terrain blockages
EO/IR camera surveillance systems
Maritime and ground surveillance radar coherent and non-coherent systems
Chemical, nuclear, biological detection and ID sensors
Network Operations Centers (NOC)
Security Operations Centers (SOC)o Surveillance Operations Centers using federated video management software packages
Common Operating Picture (COP) systems and the underlying data storage, fusion, trending, correlation, integration, and “Blue Force Tracking” technologies
IT service management and customer support
Electronic systems sustainment and training
DoDAF or similar Enterprise Architecture experience is a plus.
Use of wireless communications engineering tools (such as HTZ Warfare, Spectrum E, Mentum Planet).
Production knowledge of design drawings using engineering software such as Visio, AutoCAD, or Microstation software.
BS/MS degree from an accredited institution in engineering, computer science, or related field.
