Parsons is seeking to hire a Senior Communications Based Train Control (CBTC) Systems Engineering Managerin the San Francisco Bay Area. The candidate must have experience in the design and implementation of CBTC systems in a brownfield environment. The candidate should be very familiar with the CBTC systems architecture as defined in IEEE 1474 regarding, automatic train supervision, automatic train protection and automatic train operation. The candidate will be expected to be able to lead technical meetings with the client, suppliers and the consultant team regarding the technical aspects of CBTC design and implementation. The candidate will be expected to perform a doer / seller function within Rail Transit Systems, including identifying pursuits with existing and new clients and leading the development of Proposals. The candidate shall be capable of leading a systems engineering team on large scale rail transit systems.
Derive functional/performance requirements and documentation for CBTC systems based on client needs and requirements
Produce system and subsystem requirement specifications, interface specifications and test requirement documents by analyzing, decomposing, modeling and refining requirements and typical train control domain requirements
Evaluate or prepare operational plans and reports that relate to CBTC system operational and performance requirements
Assess plans and technical documentation to support a safe, reliable, maintainable, high quality, and sustainable train control system
Present technical designs to clients and/or engineering/management groups in clear, complete, concise and non-ambiguous terms.
Lead/chair client discussions by professionally and accurately communicating the system design information
Perform system design tradeoff analysis and provide technical direction
Review and comment on top level technical designs and documentation to ensure compliance with specifications and standards
Identify technical risks and mitigations
Maintain high personal productivity while working interactively with other team members and client groups.
Lead a system engineering team by defining work, coaching, monitoring their progress and giving general direction and guidance
Provide work plan estimates and descriptions based on knowledge of the work and project requirements
Provide support to the Engineering Director
Identify pursuits for Rail Transit Systems with existing and new clients
Leading engineers in the development of Proposals
Skills and Knowledge
Knowledge of requirements management tools, such as DOORS
Proficient with MS Word, Excel, Outlook, PowerPoint, Visio
Strong technical writing skills and interpersonal communication skills
Knowledge of related industry systems engineering standards and processes and best practices
Has understanding and experience with industry best practice structured engineering design and development processes
Ability to apply IEEE 1474 and/or CENELEC standards and/or working knowledge of these standards
Years of Experience
- 10 years minimum in the design and implementation of CBTC Systems
- B. A. Sc. in higher or related discipline such as Electrical Engineering, Computer Engineering, Systems Engineering or equivalent
