Join us at BGCAPP (Blue Grass Chemical Agent-Destruction Pilot Plant) where we will design, build, systemize, test, operate and close the plant whose mission is the safe and environmentally sound destruction of the chemical weapons stockpile stored at the Blue Grass Army Depot (BGAD) in Richmond, KY. The 15,000 acre depot stores mustard and nerve agent in rockets and projectiles. Our design concept for the pilot plant maximizes the use of existing technology from other successful chemical demilitarization facilities and well as First of a Kind (FOAK) technology. Parsons is currently seeking an Safety System Engineer:
Duties and Responsibilities:
Supports the implementation of the Project System Safety Program Plan.
Facilitates hazard analysis review meetings.
Develops, reviews, edits, and supervises the maintenance of the project Hazard Tracking Log.
Develops, analyzes and integrates safety and risk information into written reports.
Interacts with design, engineering, construction, and operations personnel to identify causal factors and identifies/evaluates recommendations and safeguards to mitigate hazards and risks associated with project operations, equipment, software and/or facilities.
Provide technical safety, risk assessment, industrial hygiene and occupational health support to the design, procurement, operations, and closure efforts.
Performs advanced predictive assessments and hazard analyses of subsystem and system hardware, processes, equipment, software and logic for project or facility operations.
Interacts with responsible parties to affect timely resolution of issues and to inform management if appropriate resolution is not achieved.
Confirms issue/hazard resolution for closure of risk reduction activities.
Remains cognizant of applicable federal, state, local, and government regulations and requirements as they apply to project and facilities (e.g. Occupational Safety and Health (OSHA) Standards for Construction and General Industry (29 CFR Parts 1926 and 1910, respectively, with emphasis on 1910.119 Process Safety Management of Highly Hazardous Chemicals, DoD MIL-STD-882D Standard Practice for System Safety Engineering Management, U.S. Army Corps of Engineers (USACE) EM 385-1-1 Safety and Health Requirements Manual).
Disseminates information on new/revised regulations to engineering, construction, field managers, and safety personnel.
Conducts training of other personnel in professional or discipline-specific skills, techniques, and procedures.
Interprets national and international recognized ESH standards and applies them to projects and facilities. Integrates these standards with project requirements.
Develops and maintains the required record keeping systems in compliance with Army Regulations and OSHA reporting requirements.
BS degree with concentration in safety or engineering or bachelor’s degree and 10 - 12 years of related experience.
Experience in developing and implementing system safety programs.
Experience with hazard tracking data base systems and processes
Experience giving oral presentations involving complex technical information.
Possess general knowledge of engineering/design practices, construction methods, industrial hygiene, and human factors.
Demonstrated ability to work independently and as part of a project team.
Demonstrated ability for technical problem solving, technical writing, and computer skills (MS Word, Excel and Access) is required.
Master Degree in safety, human factors, chemical, or mechanical engineering
Certified Safety Professional
Experience implementing voluntary protection (VPP) programs
Experience with pilot plant operations, especially as they relate to chemical demilitarization.
Experience with safety assessment of explosive and energetic materials handling.
Special Job Requirements:
BGCAPP is subject to the Army Regulations (AR 50-6 Chemical Surety and AR 190-59 Chemical Agent Security Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
BGCAPP is a Drug Free Workplace. All employees are subject to and agree to random drug and alcohol testing as a condition of continued employment for the duration of their assignment.
This position may also require use of PPE (Personal Protective Equipment) and personnel must pass a respirator fit test and pulmonary function test.

Ability to obtain and maintain Blue Grass Army Depot (BGAD) site access is required. Access requirements include completion of a local records check and National Crime Information Center (NCIC) check.
BGCAPP operates on a 24/7 schedule including weekends and holidays. Ability to work a flexible schedule may be required.
