The JMRC Operations Group (OPSGRP) located in Germany at the Hohenfels Training Area (HTA), Grafenwohr Training Area (GTA), Amberg Training Area (ATA) and when directed by the government, other Country Training Areas (OCTA) in the US European Command (EUCOM) area of responsibility has a critical requirement for mission-support services to enhance and facilitate rotational unit training. This effort is for a non-commercial contract that consists of a 12-month period-of-performance and four additional option periods. JMRC is one of three Combat Training Centers (CTCs) in the U.S. Army, and the only one located outside the United States. JMRC plans and conducts maneuver training exercises for brigade‐size units preparing to conduct high‐intensity, counter‐insurgency, peacekeeping, and other military operations. The Training Center provides a myriad of indispensable capabilities to the U.S. Army, our European allies and other partners. Unique to this CTC is that JMRC integrates multinational participation into every rotation.

Position Detail:

This is an FTE position, eligible for Article 73 (TESA) NATO SOFA status and all associated privileges. The Web-based multimedia Audio/Video (A/V) Specialist supports the JMRC replicated Operational Environment (OE) and its functions as they relate to the Joint Event Life Cycle (JELC) and Exercise Support Plan (ESP); OE Lines of Operations (LOO) SOP; Training Circular (TC) 7-100, Exercise Design; Decisive Action Training Environment (DATE); applicable country studies; and DoD and NATO doctrine and guidance, and other relevant guidance. T Duties Summary: The purpose of this role is to provide social media replication (SMR) and open source and information (on a closed network) that responds to a unit’s performance. Use of web-based tools to provide web-based links in support of scenarios and social media text-based messaging and correspondence in support of an immersive Rotational Training Unit (RTU) experience.


The Web-based multimedia Audio/Video Specialist SHALL possess the level of communication skills required to authoritatively and efficiently brief military and civilian leadership via written products or presentations and is proficient in MS PowerPoint, Excel, and Word, and:

Possesses a Bachelor’s Degree in Multimedia, Web Development, or Marketing and 4+ years of experience in multimedia production; or an Associate Degree with five years of experience in multimedia support; or ten years of experience in multimedia support.

Multimedia Support experience consists of: Content management; publishing, and Graphic/Media Design

Experience planning, coordinating, and creating a variety of visual information products to communicate assigned information objectives, illustrate assigned message(s), and inform or attract and maintain audience attention;

Experience working with a customer in a professional manner to determine and select the technical methods and make decisions concerning color, lighting, size, and placement of material that most effectively conveys information objectives to intended audiences

Experience with electronic publishing and other specialized printing production equipment to plan, design and produce visual materials and posting of Government provided documents; experience interfacing with Government networks

Experience with audio video capture; editing; and product creation.

Proficient with multimedia software i.e. Apple Final Cut Pro, Apple Motion, Adobe Photoshop; MPEG StreamClip; Abode Dreamweaver, Adobe Illustrator; Adobe Media Encoder; Microsoft Office Suite for PC and M

Duties Summary:

Support the REDS Media team by contributing to the development and posting of professional media products to include:

Broadcast TV quality news segments (2 minutes on average)

Social media products to include uploaded audio/video clips (average length 2 minutes)

Developing media products after Major Changes in the Operational Environment (OE) within eight hours of major changes in the OE; Contractor shall write and post a minimum of eight Social Media products on the Web-based multimedia website. Within 12 hours of major changes in the OE, post a minimum of two Professional Media articles and at least one TV news segment. A typical rotation involves four major changes in the OE, must be prepared to support up to eight major changes in a rotation.
