National Science Foundation (NSF) Arctic Operations Program Director Founded in 1944, Parsons Corporation—an engineering, construction, technical, and professional services firm—is a leader in diverse markets, focusing on infrastructure, defense, security, and construction. Parsons will provide logistics, operations, and other support for Arctic research projects and facilities sponsored by National Science Foundation (NSF) or other agencies. The commodities provided to the NSF will include construction, maintenance, and field camp operation for multiple projects and locations throughout the Arctic. Parsons will provide engineering and design of new facilities, facilitate changes to existing facilities, lease or procure facilities such as labs or berthing space, vehicles, vessels, and air support to meet the requirements of research projects. Field operations may require outreach with local communities on the scope and timing of operations and the National Science Foundation (NSF) Arctic Operations Program Director will be responsible to include local people in the planning and conduct of the research support. This permanent full-time position will be US based at a location TBD. NOTE: Interim employment offered immediately on a consulting basis. Full time employment contingent upon contract award. RESPONSIBILITIES • Performs as overall manager and administrator for NSF contract effort • Serves as primary interface and point of contact with government program authorities and representatives on program/project and contract administrative issues • Supervises operations by developing management procedures and controls • Develops positive customer relationships between NSF, stakeholders and Parsons to achieve contract objectives. Interfaces with Parsons leadership on all program matters • Develops an informed understanding of project specific logistical support actions, requirements and capabilities • Ensures successful delivery of the NSF contract commodity areas including: • Conducts Logistics Planning for Science Operations • Researches, Organizes and Provides Information to stakeholders • Conducts Arctic Logistics Operations including support from Non-arctic locations • Performs Procurement and Inventory Management • Provides Aviation and Vessel Charter Services • Performs Multi-site Facility Management Operations including alternative energy, Information Technology and Communications Support • Implements an Effective Risk Management Process • Provides NSF leadership with cost and feasibility of the logistics required for scientific proposal to accompany NSF merit review of proposals. • Captures and maintains data on all proposals funded by NSF for work in the Arctic including those with or without fieldwork supported by Parsons, projects that have no fieldwork, and projects that have fieldwork supported by the grantee or other third-party logistics providers. • Develops and submits the annual program plan (APP) to NSF describing planned tasks and expected costs. • Develops and maintains the contract management database capturing all proposed and approved facility, infrastructure, and maintenance upgrade projects • Provides guidance and direction to the Parsons staff • Approves personnel actions such as hiring, promotions, transfers, and appropriate disciplinary action recommended by Site Managers • Responsible for the project operating budget • Identifies, studies, and implements cost saving initiatives where applicabl
Bachelor in Engineering, PE certification/licensure highly preferred or Earth, Geo Sciences or similar degree (Masters and PhD level education highly preferred).
10+ years management and supervisory experience within the last 15 years in the performance and execution of polar operations or similar (i.e., remote or austere operating environments); or equivalent military experience
PMP certification preferred
Must have thorough knowledge of US Government logistics concepts and procedures.
Must possess strong communications, interpersonal, leadership and managerial skills with an extensive background in building and leading diverse teams
Demonstrably strong PL/financial management skills and familiarity with Government contracting in a cost-plus environment
Must be a US citizen
